Jay founded Personnel Policy Service, Inc., in 1972 to help employers develop written personnel policies. He has been on the front line of employment regulation and legislation for many years and draws on the combined experience of a network of government regulators, legal professionals, and other human resources experts to create the comprehensive database that supports Personnel Policy Service’s publications.

Jay is a graduate of Washington and Lee University. He is a member of the Society for Human Resource Management, including its Consultants Forum, and the Newsletter and Electronic Publishers Association.

Robin Thomas, J.D. ,  Managing Editor

Robin specializes in finding practical solutions to employer problems and has edited Personnel Policy Service’s publications since 1992. She encourages employers to practice "preventive maintenance" and invest in sound policy systems now in order to avoid the trouble and expense of employee discontent and litigation later.

Robin received her undergraduate degree from Georgetown University and her law degree from Northwestern University School of Law. She is a member of the Society for Human Resource Management.

Orlando E. Blake, Jr., "Lanny,"  PhD, Consulting Personnel Editor

Lanny is the President of The Blake Group, West Covina, California, a management consulting firm specializing in conflict mediation, employment policies and practices, and employee selection and training. Lanny has personally directed and facilitated employee productivity programs, large-scale career transition projects, expense-reduction campaigns, and career-development programs.

Lanny received a B.A. from California State University, Fullerton, in Organization and Communication Behavior, a Master of Public Administration from the University of Southern California, and a Ph.D. from Claremont Graduate University. He is a member of the Society for Human Resource Management, the Society for Professionals in Dispute Resolution, the American Society for Training and Development, and the Southern California Mediation Association. Prior to starting The Blake Group in 1993, he held executive human resources management positions at Warner Bros., Inc.; GUESS?, Inc.; and Baxter Healthcare.

 
Leonard J. Smith, "Len," SPHR, Consulting Personnel Editor

Len is the Executive Director of Leonard J. Smith & Associates, Miami, Florida, a management consulting and training firm. His practical experience includes over 40 years in the areas of personnel and consulting for industry, health care institutions, and government.

Len received his B.S. and M.B.A. from New York University in Personnel and Industrial Management. He’s designated as a Senior Professional in Human Resources (SPHR) by the Human Resource Certification Institute, and is a founding member and past national president of the Society for Human Resource Management.
